Summary

Track the future content-safety pipeline work around inbound/channel interception, sanitized fetch middleware, and outbound sensitive-data detection.

Initial scope

• Decide how inbound channel scanning should integrate with identity/router dispatch.
• Evaluate sanitizer modes: flag, annotate, redact, sanitize_html, metadata.
• Prototype outbound high-entropy + pattern scanning behind a feature flag.
• Add red-team fixtures for sanitizer and outbound leak cases.
