Draw over other apps permission

On a Moto One Action, running Android 10, Simple Auto Brightness requests permission to draw over other apps, but the checkbox to allow this is grayed out. If you go to Settings/Apps/Simple Auto Brightness, and check the list of permissions the app requests, Draw over other apps is not listed. I think this means it was left out of the App Manifest.
