Add option to toggle announcements on the spec website

Hope that it should not affect PDF build.

I like the announcement bar, but I believe stable is the default page, so not many people would actually see it unless they're looking specifically for latest.

yeah that's the main issue.

What if we (1) added a banner to latest making it extra clear that it's the development version, rather than the stable one, and (2) made latest the default version until after the election, so people would see the election announcement banner as well?

I would be OK with that but let's see what the rest of the maintainers say at our meeting tomorrow.

I think the default probably should be a stable release. We've had situations where we merged something into master and then fixed it up before the release. I think it will make the case for "we can change this without affecting backwards compatibility" harder.

I made the title a bit more general, because we'll probably want to have something in place that we can easily toggle on/off in the future and that we can easily change the specific content of (steering elections would only be one use of it).
