Revise VolumeViewerPanel state handling

Use the new SynchronizedViewerState instead of the deprecated
bdv.viewer.state.ViewerState.

In general, try to make VolumneViewerPanel more similar to ViewerPanel.
In particular, revise synchronization and animator handling.
