Fundrazr allows us to restrict shipping addresses to only United States addresses, but includes US territories to which we can not ship (e.g. Puerto Rico, Virgin Islands, etc.). Their platform does not currently have a way to filter or block specific states/territories, so we need to block them on our side. We will still ingest the transaction data, but will not fulfill the orders.
In addition to preventing fulfillment, the system should generate an alert to both the main technical contact (for awareness) and the main administrative contact (as they'll need to process a refund). Extending/cloning the "pester_daniel" notification framework to a "notify_admin" template would be a nice-to-have feature with a minimum of excess effort, as I can foresee other instances where automatically notifying an administrative contact would be valuable.
