Biome CLI format without linting.

Sorry for not being clear.

Problem

There's .json files that are default treated at a .jsonc files, e.g. settings files for code editors (settings.json).
In order to format these .json files that contains comments, currently, we would need to define a biome.json file and add allowComments for biome to work, or else biome would throw error.

Currently, there's no only CLI approach. So I think it would be nice if biome cli can have an allow-comments option.
