IPvGO Subnet icon missing

In the 2.8.0 update, the IPvGO icon in the "World" section on the left side no longer appears after pressing on "IPvGO Subnet Takeover" in CIA. Previously, it would as soon as press on it without playing any Subnet game.

I tested on v2.6.2 and v.2.7.0 with a clean save file. You need to play at least one move before that icon shows up. There is a separate bug that screws up the first game in a clean save file, but it's unrelated.
