add test configs #11
Description
feature we are going to need in the future: configRoot in the service-boot. Currently, config is found from serviceRoot. But it would be ideal to have a separate config dir in test so configs can be set specifically for the test. For example, I have a test that is actually hitting staging. With a separate config dir, I could set it to localhost and mock it.
