[BUG] v3.5.3--"Action Group" won't reorder

Describe the bug

When attempting to move an Action Group to a different spot within a button, the Action Group will not move and will often outright disappear altogether--there is no "phantom" of the Action Group, either in its original place or the intended target of the move

Steps To Reproduce

1. Create a brand new button
2. Add an action--I used "Custom Variable: Set raw value"
3. Add a second action--I, again, used "Custom Variable: Set raw value"
4. Add an "Action Group" action
5. Attempt to move the "Action Group" action to be above the first action or between the first and second action

Expected Behavior

The "Action Group" would move to be above the first action or between the first and second action (or at least maintain its original position), as any other action would

Yeah, this is something we saw in logic feedbacks when first added too.. Im surprised the fix for that didn't find its way here also.

Its a case of the group being dragged over itself results in it becoming a child of itself so it gets lost from the list of actions.

I have a fix ready for 3.5.4 if that happens, otherwise it will be fixed in 4.0
