Submit to Frigate - Don't block buttons till snap load

Show a buttons and description before snapshot is loaded. Currently, UI elements are waiting for image to load.

I run Frigate in a place with low uplink, from thumbnail I can clearly see all details so waiting with buttons/description for snapshot load is not required (considering we can double-check content it in Web UI later).
