URLs are not counted as 23 characters, but with their actual length #357

What should happen:

When tooting an URL the urls length should be counted as 23 characters as explained in "link shortening"

What happened instead:

When a toot contains an URL the lengt of the URL should always be 23 characters when the used characters for the toot are calculated. Typing an URL should stop the backward counting left characters for the toot after 23 typed characters of the url no matter how long the url is.

How to reproduce:

  1. create new toot
  2. enter url longer than 23 characters
