When user requests project status, it should include info from DB

Running something like python main.py status PRJNA1234 looks for project files under the assumption that the user is requesting the status of a project that's in the middle of being processed. That's not a useful assumption, and we should check if, say, the project was processed and completed, or discarded, etc.
