Validate NPM publishing

The package published to NPM should be as minimal as possible. We might need to include a `dingo` binary shell script. It seems that Dingo only works when called in certain ways (npx vs npm install). Validate that we install a correct package and adjust as necessary for both npx and install and call usage.
