Background / Issue

The Doorway portal has a banner when filling out the address of a listing. This is to show additional links if they need to create a listing in San Francisco or San Jose

The location of this banner is by the required county field. However you have to already select a jurisdiction before you get to that page. I believe we should move the banner to this modal.

Technical Context

• The banner should be behind a feature flag
• If we move it to the modal a design decision will be needed
