Investigate whether `mqbblp::ClusterCatalog::ClusterInfo` can be private

Current Behavior

There is a comment in mqbblp_clustercatalog.h:157 referring to an AIX compiler bug that prevents mqbblp::ClusterCatalog::ClusterInfo from being private.

Expected Behavior

No response

Steps To Reproduce

Because we no longer support AIX as a build target, we may be able to make this struct private.
