Fixed cost reported for spinup/lookahead timepoints as well

Fixed costs reported in the fixed_cost column of the results_project_period table include the fixed costs from spinup/lookahead timepoints as well. Instead, it would be more useful if these costs are reported for non-spinup/lookahead timepoints only. This is how fixed costs were being reported in earlier releases.
