Indexing transmission hurdle rates by TX_OPR_PRDS instead of TX_LINES * PERIODS

Currently, transmission hurdle rates need to be specified for all periods for each transmission line even if the transmission line is not operational in all periods. 
When not specifying the hurdle rate for all periods, it creates a validation error:  _"Expected hurdle rates specified for each modeling period when transmission hurdle rates feature is on."_
