Timeour error when PmacTrajectory move_to_start

Moving to a ramp up position sometimes results in a timeout error. We should set CsMoveTime to prevent this.

Steps to reproduce the behavior:

1. Prepare PmacTrajectory sufficiently distant from motor's ramp up position.
2. See timeout error
