Why pytango=10.0.3

Why pytango dependencies has been fixed to 10.0.3 ?
Is there a way to overpass this limit ?

This is a temporary pin as later versions of pytango have incompatible type hints and deprecate some APIs that we use. @burkeds is in the process of fixing this in #1195
