This should go into at least 1 emulator immediately.

RetroArch

This is the best candidate because they already have a rolling-scan commit (Sept 2024) and an open entry libretro/RetroArch#16373 .... So the software is already architectured to do subrefresh processing, and likely the easiest emulator to adapt.

WinUAE

Another candidate is WInUAE, since Toni implemented my Lagless VSYNC algorithm. I've submitted my suggestion at tonioni/WinUAE#312

MAME

Not as likely, but I include this for completeness' sake. mamedev/mame#6762 was spiked by @mamedev

You can today. Retroarch already supports Dosbox. You can use my CRT simulator with Dosbox.

You could try 70Hz for VGA, with a custom 140Hz mode for a 144Hz display, or 210Hz mode for a 240Hz display (created as a Custom Refresh Rate via your GPU Control Panel, or via ToastyX CRU).
