Test: to re-enable UT case TestInsertChainWithCutoff #3295

Rationale
TestInsertChainWithCutoff was temporarily disabled by: https://github.com/bnb-chain/bsc/pull/3294/files
The PR was approved, as the UT would block the incremental snapshot feature development.
However, it is an useful case for ancient DB, need to be re-enabled.
