Bocoup custom voice is deleted on macOS 15 system upgrades

Upon initial upgrade to macOS 15 and with each version bump upgrade, an install of the Bocoup custom voice for VO speech collection is deleted. Ideally, an install of the voice would persist through system upgrades.
