Error: Unable to access jarfile huaweicmxmlparser.jar

Hi
When I am trying to run the Bulk parser I am getting below error.
Error: Unable to access jarfile huaweicmxmlparser.jar

I am keeping boda-huaweicmxmlparser file and the input Huawei CM xml file and the output folder in the same directory. Then I am running the following command in cmd from that directory.

java -jar boda-huaweicmxmlparser 2149688398.xml LTE_Out

Can you please let me know where is the problem.
