Report Q20 unanswerable: we carry the CNRM climate-stress layer but not MIROC #65

The gap. The assessment reports that 32% of the 30x30 network's vegetation is projected to be climate-stressed by mid-century (Q20). It derives that from two climate models — CNRM and MIROC (Thorne et al. 2016). Our catalog carries only CNRM (mid-century-habitat-climate-exposure), so the app cannot reproduce Q20 and currently declines it.

This is a data-coverage gap, not a method or agent problem. It is the only validation-blocking item on the coverage list; everything else on the assessment wishlist is either present or not needed to reproduce a reported number.

Next action: ingest the MIROC mid-century habitat climate-exposure layer (Thorne 2016), tracked with the rest of the assessment wishlist at boettiger-lab/data-workflows#278.

Done when: the MIROC layer is in the catalog and the app reproduces Q20 within ~1 pp of 32%.

(This issue previously existed only as a pointer to the upstream coverage tracker. Narrowed to the single item that blocks a reported number; the broader wishlist stays upstream.)
