Send email on background tasks failure when running release report tasks for build.

Currently when running the release report tasks an email is sent on successful completion, however there seems to be no notification if it fails.

We really should get a notification if a task fails during processing to save time, as the process for the tasks can take a significant amount of time, and waiting for a notification for a task that will never complete is unacceptable.
