notification/monitoring emails in Django

The Django admin panel allows the creation of Groups.
Let's manually create a group, "monitoring-emails", that any devs or admins can join. Then, all copies of Release Report or Release emails, which show the success/failure of Releases, are sent to the "monitoring-emails" group, as well as the person who initiated the task.
