Add a new buildpack to handle maven configurations

Many times customized maven settings.xml is used while running maven projects, which configures mirrors, proxies etc., it will be nice to add one buildpack that will be able to configure maven before the build.

The maven settings kicks in and configures maven settings.xml (s2i legacy 🤔 )
