Support customer customized configuration for autoupdate timings

Issue or Feature Request:
A customer question came in about how they can control when their instances update via the automatic updates in standard bottlerocket AMIs (they do not wish to host their own repositories and amis). We should evaluate being able to support this. This ticket covers the functionality for kubernetes variants through brupop.

What is Requested
Customer should be able to provide via user data or through our settings api a wave policy, or timing information specific for the instance on when the instance should update when a new version lands in the standard bottlerocket update repositories.
