Fix GA Tracking

After peeking, I think it's because our gaTMContainerId is never called as part of the GA Tag Manager script, as it was in the code pre-refactor.

Okay, after peeking at this once more there are a few lingering things. There is a second snippet of code for GA TM that needs to be inserted into the body.

I'm also not sure if adding that to the existing Google Analytics helper (which is getting called in the body) matches the first part of this GA TM instructions, which says the first script needs to be called in the head.

Leaving this for now, but let me know what you two think. Right now, it's not working as intended, but I think we're on the right track with the TM additions.
