Make an official PyPI release

Currently, bqplot-gl is only available as a pre-release on PyPI, which complicates its inclusion as a dependency for downstream packages. An official release on PyPI would greatly enhance its accessibility and usability.

I have added bqplot-gl to conda-forge. It would be great to have an official PyPI release.
