Video Capture Service running on youtube and discord sites despite registry edit stopping it

Description

When visiting http://youtube.com/ or http://discord.com/, a video capture service will be enabled even if you have set the registry to disable video capture.

Steps to reproduce

1. Visit http://youtube.com/ or http://discord.com/
2. Press shift + esc to view process

Same issue and its even worse. The "service" gets stuck frequently (occurs randomly between 5min to 24h) and blocks a whole cpu core with creating&deleting and unlimited amount of handles while spamming reads and writes into the windows registry:

On this screenshot its consuming 8.5% of an I9 13900k while displaying an empty webpage. Killing the service task will only fix the problem for a short time.
The broken service is consuming massive amounts of CPU until brave is closed - it will never recover on its own.

Changing #VideoCaptureAllowed doesn't change anything about this problem.
