[Vertical tabs] "Auto expand independently per window" stopped working

Description

When enabling the option "Auto expand vertical tabs independently per window" it does not work as intended and expands vertical tabs for all windows at the same time when hovering.

Steps to reproduce

1. Enable Vertical tabs
2. Enable "Auto expand vertical tabs independently per window"
3. Enable "Auto expand on hover when minimized"
4. Open 2 separate windows
5. Observe the vertical tabs being expanded on all windows when expanding on one window

Actual result

Vertical tabs on all windows are expanded when hovering the sidebar on one window.

Note that vertical tabs on other windows do NOT collapse when the vertical tabs on the first window do so, except when clicking focus on the first window.

Expected result

Vertical tabs should expand/collapse on windows independently of each other

same here on arch Linux + hyprland/wayland.

the issue is present in brave 1.92.134 and 1.92.138.
downgrading to 1.91.180 fixes it.

FYI Vertical tabs also automatically expand in other windows when going to the left edge of stand-alone web app windows as well, so if I go to the edge of any of my PWA windows the tabs show on my main browser window (even tho the PWA doesn't have a tab bar of its own)

I can confirm that this still reproduces on Brave 1.92.143 (Chromium 150) on Arch Linux with Hyprland 0.56.0, using native Wayland (--ozone-platform=wayland).

With two tiled Brave windows side by side and collapsed vertical tabs on the left, moving focus to one window can expand the vertical tabs in the other window. The expanded/collapsed state is not isolated per window.

hoping this gets merged soon, the 1.91 branch of Brave has stopped supporting media on sites like twitter :(
