Description

The QR Code and Code Words options were unintentionally exposed on the Start a new sync chain screen.

Steps to reproduce

1. Launch Brave on tablet (or phone with a big screen)
2. Settings > Sync > Start a new sync chain
3. Choose any option (Mobile device or Computer)
4. Go back to Start a new sync chain screen
5. Make sure the device is in portrait orientation > Observe

Actual result

The QR Code and Code Words options were unintentionally exposed on the Start a new sync chain screen.

Expected result

The QR Code and Code Words options must not be exposed on the Start a new sync chain screen.
