v1.93.129 - ui rendering bug

Description

i've recently identified a ui rendering issue, where brave strips all saturation, increases brightness by roughly 30-50%, and lowers contrast significantly (probably by 70-90%), causing an unintended light-mode distortion that makes text/icons generally unreadable. extensions as well as general prolonged use of the browser's core UI features become incredibly difficult to see with v1.93.129.

the areas in which it does affect (that i could find, there's potentially more) were:

• search URL dropdown upon typing a query via any tab (ctrl + e)
• extensions manager puzzle piece dropdown
• extensions previewer per extension (content displayed by extensions)
• profile manager previewer
• brave shields status previewer
• dropdown menu from button in address bar labeled "view site information" - applies for site info, permission prompts for mic/location, etc.
• URL preview in bottom left upon hovering over a button

while this did affect the examples i gave above, it does not affect:

• website page content/responses
• tab content (favicons, titles, etc.)
• installed/used themes
• dropdown from 3 line hamburger menu labeled "Customize and control Brave"

Steps to reproduce

1. download brave-browser-1.93.129-1.x86_64
2. launch brave-browser normally
3. click on any of the fields listed in the description

Miscellaneous information

i have ruled out several possible causes:

• this is not a local monitor issue, it was persistent across all 4 of my monitors, and was reproduced upon rebooting my monitors and system
• this was also not an installed extension or installed theme issue, since this was persistent in guest mode, as well as other brave profiles that had no extensions installed using default brave settings
• this issue went away when i downgraded to brave-browser v1.92.144, so to my knowledge, this bug is only present in v1.93.129
