Remove compiled adblock DAT components

Brave iOS v1.56 was the last released browser to use the precompiled DAT format for adblock components (the relevant change is https://github.com/brave/brave-ios/pull/7277). Desktop and Android have been using the newer plaintext components for even longer.

It should be safe to stop publishing those components soon, which will reduce a lot of complexity in this codebase.
