OptimusDropSeqLocusFunctionComparisonTest fails

I disabled OptimusDropSeqLocusFunctionComparisonTest because it called TestUtils.testFilesSame() but did not assert that the return value of this method was true.  I added assertions and that caused the test to fail.

I haven't looked into why the output doesn't match the expected.  I'm hoping @jamesnemesh can decide what the right thing to do is.
