revisit use of `app.kubernetes.io/instance` in `seqr` network policy.

From my understanding, `instance` is intended to be used to signify an "instance" of a running chart, if you have multiple.  It would likely make more sense to use the `part-of` annotation alongside `seer-platform`, but we will need to be more precise with how that annotation is passed through to the sub-charts.
