review-checklist: composite complexity check (line count + public headers)

A change is considered complex if it hits LINE_THRESHOLD (300 lines) OR
touches any public/developer API header (*public.h, *develop.h). Complex
changes always go to the first (senior) CODEOWNERS owner; routine changes
use load-balanced fewest-PRs selection.
