Export & Import own game licenses

Is it possible get export the licenses to save before hard reset PS4 or if I need to change hard disk so that I could import my licenses and not need to do jailbreak for my purchased games?

With the new rif signer python script it would be nice to have .idx and .rif resigning for various apps such as Netflix.
