Add support for listing and updating remote plugins

As a user of remote plugins, I would like to have a way to list and update the one I am using. Kind of similar to dependabot and renovate workflows. I suppose that native support for dependabot and renovate would be delicate to pull off but as a closer step, I would like to have a way to see what are the remote plugins that I am using, the one that are outdated and have a command to update them.

We're thinking about this area, but nothing concrete for now. We'll keep this open for a few months to track though.
