Don't raise issue that has been resolved already, you might get rejected.

I'm seeing a lot of `issues` and `PRs` raised by new contributors that has been solved already.
Verify once before making any `issue` or `PR`.
And mention issue with `#issue_ID` to close it.
Blank `PRs` will not be seen from now.
