Commands with "service" name arguments should be typed as `Address` instead of `String`

Current behavior

Outlet commands (tcp, influx, kafka) have name and from arguments that accepts strings like /service/my-outlet or my-outlet.

Desired behavior

These arguments should be typed as Address instead.
