The road to importmaps #1980

It would be nice to eventually move the starter repo to using importmaps instead of esbuild and what not.
One thing we should consider when doing that is using importmap-package-manager to make the experience a little nicer. (Without that package, or something like it, it's very hard to track which pinned packages are your top-level dependencies, and which are sub-dependencies, and which used to be sub-dependencies which are no longer needed.
