Billing::Usage::ProductCatalog - Account For Quantity of IncludedPrice

I want to make another change. It has to do with the Billing::Usage::ProductCatalog.

Suppose I have an IncludedPrice with a price_id that suggests I have a Funnel Hacker level plan. BUT THE QUANTITY IS ZERO!

The current code suggests that is A ok, ppl will still have access to the things that the price itself offers.

I want to make a change that basically says that is not OK.

I want to start using that quantity field to maintain what I call "add ons"
