Consider adding CI or GH Action to check license types

Overview

Not all free packages are licensed the same, and we may want to ensure that certain licenses aren't part of our code-base. Having an automated check for this in the PR workflow would help call this out before something gets merged and give us the opportunity to decide if it's worth the weird license, add the license or find a replacement package.
