Add "Missing FR" or "Missing Information" Checkbox

Sufficiently complex incidents reach a point that requires additional information from the Rangers in the field (aka Field Reports) to have a complete picture of the situation.

Operator Delegation, RSLs, and OODs have requested the ability to flag these incidents to make it clear that information is missing and make it easier to send follow-up requests for FRs to any relevant Rangers.

I've souped up the features around Incident Types this off-season. I'm thinking a new Incident Type would serve this request well (and it would do so without code changes, meaning we could easily make process changes on-the-fly on-playa).

For example:

1. An IMS admin (e.g. Tool) adds an incident type like "Needs Field Reports"
2. When an OOD/RSL/Operator wants to say that an incident needs FRs, they add that Incident Type to the Incident. For example
3. Anyone can bookmark a view of the Incidents page that shows just those Incidents with that Type (see this, for example)
4. Once that Incident has enough extra information, someone can remove that "Needs Field Reports" Incident Type, so that the Incident no longer shows up on that bookmarked view

I made a similar suggestion via email to RSL about a "Needs OOD review"-style incident type. The new filter view of the Incidents page, along with bookmarking (also new), make workflows like this much more doable.
