Linux 'tar' does not support zip format so due to

componentize-dotnet/src/WasmComponent.Sdk/WasmComponent.Sdk.csproj

<PrebuiltWasmToolsTarget Include="x86_64-windows" Rid="win-x64" Ext=".zip" ExeExt=".exe" />
, packages built on Linux will not have the .exe
