Add support for Storch To Apache Zeppelin?

I'm raising this because 1 or more users are asking Apache Zeppelin team to add this. Apache Zeppelin core team is now small and busy with general maintenance.
If someone from the Storch community is interested in taking this on, it would probably be straightforward enough .

• SparkInterpreter could act as a template
• There is a stub PR but it isn't close to being fully implemented
