change boundary distance to positive when turbines are in the boundary and negative when not

Right now turbine distance is positive and this is intuitive. Negative boundary distance seems backward to me. Let's make the boundary distance calculations return positive distance from the boundaries for constraints so setting up constraints is more intuitive.
