Cooper seeks to implement adaptive plans that improve the public health, safety, and welfare. He believes that planning for mitigation and sustainability will impart long-term economic benefits, increase the quality of life, and reduce community vulnerability to natural hazards. He hopes to help build ecologically integrated community resilience through comprehensive cooperation, data-driven design, equitable engagement, and pragmatic practices.
